The Buster Call can only be carried out by a handful of individuals. Even then, these characters are extremely mindful of not using this power on a sheer whim. With that in mind, here are all theOne Piececharacters capable of initiating a Buster Call.
7Kizaru
An Experienced Admiral
Kizaru is one of the oldest Marines in the series. He has a great deal of experience, making him one of the most dangerous characters inOne Piece. Kizaru has the Pika Pika no Mi,a Logia-type Devil Fruit thatallows him to create and manipulate light at will. Kizaru is also able to use two types of Haki, and he has excellent control over both.
As an Admiral, Kizaru has the authority to carry out a Buster Call whenever he wants. But he is a powerful fighter, so he has never found himself in a situation where he had to use a Buster Call. As Saturn has already called a Buster Call on Egghead Island, it is highly unlikely that Kizaru will get an opportunity to change this in the future.
6Akainu
The Current Fleet Admiral
Akainu is the Fleet Admiral of the Marines. He earned the promotion after beating Kuzan in a fight at Punk Hazard that lasted for several days. Akainu possesses the Magu Magu no Mi, which is a Logia-type Devil Fruit. The Magu Magu no Mi gives Akainu the power to manipulate magma.
Akainu is the highest authority within the Marines, so he can call a Buster Call whenever he wishes. However, he prefers to handle matters with his own hands, which is why he has never used a Buster Call.
5Fujitora
The Only Sensible Admiral
Fujitora joined the Marines after the time-skip via the World Military Draft. He was selected tobecome an Admiral aftertwo spots opened up. Like all high-ranked Marines, Fujitora possesses an incredibly overpowered Devil Fruit. His Zushi Zushi no Mi allows him to control gravitational forces. Using this power, Fujitora can bring down massive meteors from the sky and cause widespread damage.
Fujitora has the authority to initiate a Buster Call, but he has yet to use it. Considering how many innocent lives are lost in a Buster Call, it makes sense why Fujitora hasn’t ever relied on it. He is a kind-hearted individual who cares about the welfare of people, so he would never want something bad to happen to them.
4Five Elders
Godheads Of The World Government
The Five Elders are among the most powerful individuals within the World Government. Everyone within the organization looks up to them and respects their authority. The Five Elders act as Godheads for different departments and oversee every major decision in their relevant field. Each member of this group has a Devil Fruit power, which grants them immense strength.
The Five Elders are almostat the top of the command hierarchy, so it’s hardly surprising that they can issue a Buster Call whenever they want. In fact, Saint Jaygarcia Saturn initiated a Buster Call on Egghead Island after he saw that things were getting out of hand. Depending on what happens on Egghead Island due to the Buster Call, there is a chance that fans will get to see more Buster Calls in the future.
3Kong
World Government’s Commander-in-Chief
Kong used to be the Fleet Admiral of the Marines at the time of the Edd War. At some point, he stepped down from his position and was given the role of commander-in-chief. This shows that the World Government is extremely trusting of him.
Due to his limited screen time, it is unclear what kind of person Kong is. However, it seems that he is very careful not to let the reputation of the Marines get tainted. His position makes him one of the few people capable of initiating a Buster Call.
2Ryokugyu
An Admiral Looking To Impress
Ryokugyu is one ofthe two new Admirals whojoined the Marines following the battle between Kuzan and Akainu. Ryokugyu seems to be obsessed with the idea of impressing Akainu, for which he is willing to go to any lengths.
Ryokugyu possesses the Mori Mori no Mi, which is a Logia-type Devil Fruit that gives complete control over plant life. He can create all kinds of plants depending on his needs. For now, there has been no situation where Ryokugyu felt the need to use a Buster Call, but that could change in the future.
1Imu
Sovereign Of The World
Imu is the ruler of the world and occupant of theEmpty Throne in Marijoa. They are a descendant of the Nerona Family, which was among the 20 founding members of the World Government. Imu has the highest authority within the organization, and their word is final.
Imu is a ruthless and arrogant individual who doesn’t like any kind of disrespect. For instance, they ordered the destruction of the Lulusia Kingdom at a whim. Imu has no regard for the lives of other people, so they should have no qualms about issuing a Buster Call to destroy an island.
