InSuicide Squad: Kill the Justice League, Task Force X’s goal is stated explicitly in the subtitle. Harley Quinn, Deadshot, Captain Boomerang, and King Shark are tasked with taking out the Justice League, whether it is known that they are being mind-controlled by Brainiac or not. Few of the Justice League members have been revealed already, such as Superman, Wonder Woman, Flash, and Green Lantern, but it is possible that a few others are being kept secret as well.
Likeother potential Justice League members that could appear inSuicide Squad: Kill the Justice League, it is also possible that the city of Metropolis will be teeming with other characters that Rocksteady has yet to reveal. Rocksteady’sBatmangames were also saturated with deep-cut references that acknowledged the existence of other characters in the Arkhamverse. Rocksteady’s adoration for DC lore is demonstrated in the Arkhamverse, so it would be unsurprising to see more references or characters inSuicide Squad: Kill the Justice League’s Metropolis.

Because the Arkhamverse’s antagonists are based out of Arkham Asylum or at least Gotham City, it may be far-fetched to believe that any of Batman’s super-villains will make an appearance in Metropolis - unless there is a decent enough reason for them to be there.

Inthe events ofSuicide Squad: Kill the Justice League, Metropolis is under siege by Brainiac, who has unleashed a seemingly infinite horde of purple aliens on the megalopolis. This may hardly be anyone’s preferred destination during such a catastrophe, but there may be some DC antagonists who wish to take advantage of the ensuing calamity. Oswald Cobblepot’s Penguin, for example, is seen in Metropolis with a branch of North Refrigeration.
It is unclear exactlywhy Penguin is inSuicide Squad: Kill the Justice League’s Metropolis, but he may have been there simply to oversee transactions at North Refrigeration before the invasion started. It presents a fantastic opportunity nonetheless for Rocksteady to rehash an established antagonist from its Arkhamverse continuity, especially since he is already so prolific throughout the franchise. Plus, it is also an opportunity for Nolan North to reprise the role.

Because Penguin is included, it is anyone’s estimate who else may appear, and in what capacity. However, there will be some obvious omissions that Rocksteady would not likely reprise; for instance, Jonathan Crane’s Scarecrow was an incredibly influential part ofBatman: Arkham AsylumandBatman: Arkham Knight, but his role as a main antagonist in the latter may rule out any chance of him appearing right away again inSuicide Squad: Kill the Justice League.
One ofSuicide Squad: Kill the Justice League’s cinematic story trailers shows that Amanda Waller retrieves each Task Force X member from Arkham Asylum, withKing Shark as an exception who came from Belle Reve. This is likely an opening cutscene without the option to explore, but it would be fairly characteristic of Rocksteady to at least nostalgically reference other cellmates of the Arkham inmates while they are there.

It is easy to assume that Batman villains would make an appearance, as that was Rocksteady’s bread and butter for the past decade. But now that the Arkhamverse is moving onto Metropolis instead of Arkham Asylum or Gotham City, it will be interesting to see ifother antagonists from the DC mythologywill appear. Any antagonists who typically roost in Metropolis all have a fair chance to be showcased or referenced, especially if they are pivotal antagonists of any individual member of the Justice League.
Perhaps the most substantial antagonist reveal would be Lex Luthor, who has already been established and teased as an actual character in the Arkhamverse.Batman: Arkham Knightfeatured a LexCorp skyscraper on Founders’ Island, and even went as far as having a voicemail message from Lex himself on Bruce’s answering machine in the penthouse of Wayne International Plaza on the same island.
It is unknown if this tease was ever meant to allude to anything significant in a sequel or other continuation, but sinceSuperman is one of the main antagonists players will face inSuicide Squad: Kill the Justice League, it is now entirely plausible that his nemesis may return.Suicide Squad: Kill the Justice Leagueis already juggling a lot with just having the Justice League as potential antagonists as well as Brainiac and all of his minions, but it is possible that Lex or other antagonists entirely may also serve a purpose in the story.
Based on how the present state of Metropolis looks inSuicide Squad: Kill the Justice League’s gameplay reveal, there will hardly be any civilians or other leisurely activities for players to engage in. Rocksteady’sBatmangames featured a number of thug mobs throughout the environments in each, but they also occupied a secluded institutional island, a gigantic inmate compound, and an evacuated city.
That said, lowly goons were no match for Batman and hardly had an effect on the surrounding environment.Brainiac’s full-scale invasion inSuicide Squad: Kill the Justice Leagueis much different, and therefore the game may not have side quests that are as simple or straightforward.
It is possible that other antagonists will have fetch-quests or goals for players to accomplish, which would be a fun way to introduce other characters. Because Wonder Woman looks to be assisting Task Force X and subduing Superman in one sequence, it is believed that the game will revolve aroundfreeing Justice League superheroes from their mind-controland having each of them aid the player in subduing each subsequent hero.
This may dilute the alien occupation in different neighboring parts of Metropolis, opening them up to other activities and side quests as players progress. Of course,Suicide Squad: Kill the Justice League’s open-world may be much different as well, and more information about how gameplay looks, or what characters players will encounter, will hopefully be shared soon.
